Medicare Meets Mephistopheles

Medicare Meets Mephistopheles

$3.95

Let’s say you’re the devil, and you want to corrupt the American republic. How would you go about it? According to David Hyman, you might create something like Medicare, the federal health care program for the elderly. Hyman submits that Medicare may be the greatest trick the devil ever played. Medicare feeds on the avarice of doctors and other providers, turns seniors into health care gluttons, and makes regions of the United States green with envy over the dollars showered on other regions. The program exploits the sloth of government officials to increase the tax burden on workers and drag down the quality of care for seniors. Medicare makes Democrats lust for socialized medicine, while its imperviousness to reform makes Republicans angrier and angrier. Most of all, Medicare allows its ideological supporters to bleat and preen their way to the heights of moral vanity. In the style of C.S. Lewis’ The Screwtape Letters, Hyman writes that Medicare has freed the self-interest of these mortals from its natural restraints. As a result, the seven deadly sins have blossomed. With epic political battles over Medicare and the future of limited government looming just over the horizon, Hyman uses satire to cast a critical eye on this mediocre government program.

Prescription Drugs Under Medicare

Prescription Drugs Under Medicare

$6.02

How will the failures and findings of the past affect this fiercely debated current issue? In the near future, Congress may call for federal provision of outpatient prescription drugs as a benefit of the Medicare program. Prescription Drugs Under Medicare: The Legacy of the Task Force on Prescription Drugs is the story of the very first serious federal effort to study the feasibility of funding a drug benefits program for the elderly. That effort failed, and this fascinating text reveals why and how the program came to grief.Prescription Drugs Under Medicare explains the politics and practicalities of several government efforts to fund prescriptions for the elderly. The 1969 task force report is reprinted here in its entirety, along with comments from two of its primary architects, Dr. T. Donald Rucker and Dr. Philip Lee. Also included are excerpts from the report’s review by the Dunlop Committee. The drug prices have changed, but the basic dilemma is the same. Prescription Drugs Under Medicare examines the burning issues, including: the reasons for the explosive growth in prescription prices from the 1950s onward the ongoing conflicts between the pharmaceutical industry and the government regulators the short-lived Reagan reforms of Medicare benefits the impact of managed care on the pharmaceutical marketplaceIncluding powerful behind-the-scenes accounts, Prescription Drugs Under Medicare provides hard-to-find information and lucid analyses of this hotly debated subject. Pharmaceutical executives, medical economists, and policymakers will be fascinated by the story of how the stage was set for the congressional debates occurring in 2001.

Medicare: Issues and Options

Medicare: Issues and Options

$136.88

Medicare is a nationwide health insurance program for the aged and certain disabled persons. Over its 32 year history, it has provided important protections for millions of Americans. However, the program is now facing a number of problems. The first and most pressing concern is whether Medicare’s financing mechanism will be able to sustain it in the long run. Many people are also concerned that the program’s structure, which in large measure reflects both the health care delivery system as well as political considerations in effect at the time of enactment, has failed to keep pace with the changes in the health care system as a whole. A related concern is whether the program’s benefit structure adequately responds to the health care needs of today’s aged and disabled populations. This book addresses these and related issues.

Medicare: Preparing for the Challenges of the 21st Century

Medicare: Preparing for the Challenges of the 21st Century

$9.44

In this cross-cutting analysis, some of the nation’s most prominent social insurance experts go beyond recent budget debates to examine the fundamental and technical choices Medicare poses for the American people in the next century. The book begins with a consideration of the underlying social contract between Medicare’s beneficiaries and workers. Pointing out that Medicare historically has had particular significance for civil rights and women’s economic security in addition to providing health security, the authors debate the appropriate social contract for the future. The book also lays out the challenges in financing Medicare as health care costs rise and the population ages. Several authors explore how the growth in managed care is likely to affect Medicare beneficiaries with particular emphasis on beneficiaries with chronic illness, and they address some of the policy changes needed to make managed care better. In addition, they also look at how managed-care tools could be applied to the fee-for-service sector. The book concludes with an examination of how public opinion, politics, and leadership affect the prospects for significant Medicare restructuring in the near and long term. Copublished with the National Academy of Social Insurance
